Delegates to the Municipal Assembly of People's Power
Those delegated to the Municipal Assembly of People's Power represent the voters of each constituency, defined according to the characteristics of the demarcation. These fulfill the mandate that the citizenship has conferred on them, in the interest of the entire community. Those roles should be shared with your usual responsibilities and tasks.
Our representatives are not professionals in the work of the People's Power and their condition does not entail privileges or economic benefits. This is one of the characteristics of the Cuban political system, for this reason it requires a significant degree of dedication to work, much sacrifice and disinterest.
What are the rights of the delegates of the People's Power?
Delegates have the right to participate with voice and vote in the sessions of the Municipal Assembly and in meetings of the Permanent Commissions of Work and Popular Councils of which they form part. They may also request information from the President, Vice President and Secretary of the Municipal Assembly, the members of the Commissions and the Board of Directors, on matters relevant to the exercise of their functions and obtain a response in the session itself or as soon as possible. It is another of their rights to request the attention and information of the entities located in the territory regarding situations or problems that affect their constituents, and they are obliged to respond with due promptness. They have other rights recognized by the Constitution and the laws.
Other rights that are recognized to delegates are to propose to the Municipal Assembly the start of the process of revocation of the mandate of another delegate to the Municipal Assembly or of a deputy to the National Assembly, in accordance with the provisions of the law. To do this, they must present to the Municipal Assembly the proposal for revocation or replacement, as well as the election or designation of the positions of the State that are within its competence, in accordance with the provisions of the law. In addition, it has the consent to request the inclusion of items on the agenda of the sessions of the Municipal Assembly, setting forth the necessary arguments.
What are the duties of the delegates?
Constitutionally, the delegates to the Municipal Assemblies of People's Power are responsible for maintaining a permanent relationship with their constituents, promoting the participation of the community in solving their problems. On the other hand, they have the responsibility of making known to the Municipal Assembly and the administration of the locality the opinions, needs and difficulties that they transmit their constituents, and work to manage their solution, where appropriate. It is imperative that delegates inform voters about the policy that The Municipal Assembly follows and the measures adopted in response to their opinions and for the solution of the needs raised by the population or the difficulties in solving them. Among its main duties, it is worth periodically rendering accounts to its voters about their management, in accordance with the provisions of the law, and informing the Assembly, the Commission and the People's Council that they belong about the fulfillment of the tasks. than have been entrusted to them, when these claim it.
The Organization and Functioning Law of the Municipal Assemblies of the People's Power and of the Popular Councils, grants delegates other duties such as attending the sessions of the Municipal Assembly and meetings of the Permanent Work Commissions and Popular Councils of which they are part. They must also comply with the agreements, ordinances and regulatory provisions of the Municipal Assembly as far as they are concerned; as well as complying in time and form with the information requested by the Municipal Assembly, the commission to which it belongs or the Popular Council of which it is a part. They are responsible for serving voters in scheduled offices weekly and in that sense attend to and process the issues raised by their constituents and demand, from whom it may concern, the adoption of measures to resolve them or obtain a prompt and reasoned response. His responsibilities also include promoting and promoting the development of integrated community work, which contributes to prevention and social care tasks.
