As specific functions, the Department of Prevention, Assistance and Social Work must:
Present for approval the procedures for the development of prevention, assistance and social work, and once approved, guide and control their execution.
Design the characterization of family nuclei and communities, and guide their execution in the territories.
Coordinate actions for comprehensive attention to social problems, identify causes and conditions that generate them, and make recommendations to the appropriate bodies, organizations, and other institutions so that, within the framework of their powers and functions, they adopt the appropriate measures.
Promote and coordinate scientific studies and research for the development of prevention, assistance and social work.
Present proposals for outreach strategies that correspond to the principles of our society and support prevention, assistance and social work.
Coordinate and control the education and training of personnel related to these activities.
Coordinate, control and monitor programs for the care of people with disabilities or others with special needs (care program for children with low weight and height, care for bedridden people, among others).
Plan resources for prevention, assistance and social work.
Attend associations of people with disabilities and recommend the pertinent actions.
Respond, and when appropriate, manage with the agencies, organizations and other institutions the queries and claims of the population.
Structure
The Department of Prevention, Assistance and Social Work has a sub-directorate and two departments: Department of Social Assistance and the Department of Prevention and Social Work.
Departments or areas are organized in the provincial and municipal Directorates of Labor to deal with the activities of Prevention, Assistance and Social Work.
In the municipality to carry out the work of Prevention, Assistance and Social Work, the Social Work Unit was created, subordinate to the Director of Municipal Work and made up of a Chief, a Second Chief and main specialists. The latter combine the care and control of social workers with field work.
Scope
Integration allows achieving comprehensiveness in diagnoses to address the situation of people, family groups and communities, and in solutions to social problems, promoting the participation of all in the prevention and transformation of specific situations and problems, being universal scope.
The Social Work Units have the mission of directing and controlling the work of social workers.
Social workers fulfill the following specific functions:
- Carry out and keep up-to-date the characterization and social diagnosis of the situation of people, families, groups, communities and institutions in their field of action.
- Directly and comprehensively serve individuals, families and other social groups that require it.
- Design, propose, implement and evaluate actions aimed at the prevention and transformation of social problems and the causes that generate them.
- Promote the participation of individuals, groups and communities in the prevention and transformation of specific situations and problems.
- Design, propose, coordinate and participate in social transformation projects, oriented to local community development.
- Participate in the training and research activities required for their professional performance.
- Processing with the municipal level those cases that, due to their characteristics or size, require it.
For its part, Law No. 105 of December 27, 2008, approved by the National Assembly of People's Power, regulates the Social Assistance regime, establishing protection for the elderly without resources or protection, to any person unfit to work who lacks relatives in a position to provide help, or others who so require, ordering in its article 109, that protection is granted through monetary benefits, species and services.
The need for protection of a family nucleus can be raised by the interested parties themselves, social workers, political, mass and social organizations, institutions, delegates of the constituencies, or another person who considers it so, to the Municipal Labor Directorate, for their attention and evaluation.
The procedures to give effect to the rights of the beneficiaries of the benefits of the Regime, are regulated in Decree No. 283 of April 6, 2009, Regulation of the Law.
